Event compliance is the least glamorous part of event planning and the one most likely to shut you down. South African public events sit under a web of requirements — SASREA, municipal by-laws, liquor law, fire regulations, PSIRA security, structural sign-offs and insurance. What is SASREA and when does it apply?

SASREA is the Safety at Sports and Recreational Events Act. It applies to events at sports and recreational venues and, in practice, to larger public gatherings. It requires the event to be risk-graded, the venue to hold a safety certificate, and (for medium/high-risk events) a Joint Operations Committee of SAPS and emergency services.

Do I need a permit for an event in South Africa?

Most public gatherings require a municipal event permit or a notice of gathering lodged with the local municipality and SAPS within a set notice period. Ticketed and outdoor events usually also need traffic and safety plans. Requirements vary by municipality.

Do I need a liquor licence to sell alcohol at an event?

Yes — selling or serving liquor at a public event requires a temporary or occasional liquor licence from the relevant provincial liquor authority, plus under-age and responsible-serving controls. Our bar team arranges this as part of full bar service.

How much public liability insurance does an event need?

It depends on scale and venue requirements, but cover of roughly R5m to R20m is common for public events, naming both the organiser and the venue. Many venues and municipalities specify a minimum as a condition of hire or permit.

How many security officers do I need for an event?

A common planning ratio is about one PSIRA-registered officer per 100 guests, increasing for high-risk crowds, alcohol service, cash handling or VIP protection. Crowd management planning is a SASREA requirement for larger events.
